Come now; there are certainly alternatives you can suggest to meet the concern about off-site access. This restriction really comes down to dollars -- BHS would prefer to obtain additional license fees for additional copies, while General Hospital wants the flexibility to expand its use of the software. At minimum, you could offer to add the other facilities to the license for an additional fee, perhaps even doing so at a substantial "discount" to make BHS seem like good guys. After all, an additional copy of existing software costs BHS nothing if it would not otherwise be able to license that copy on a standalone basis to the long term care facility.
