While that position may have been tenable in the past, it does not necessarily work in the current environment where the emphasis is on common data repositories and data sharing among applications. It is likely that the hospital will need to import and export data to and from its other installed systems and a sophisticated IS staff may be reluctant to rely entirely on its vendor to make all required changes. You could, however, permit the hospital to make changes using only BHS-supplied tools which, presumably, limit the extent of damage that could be accidentally caused by insufficiently trained hospital personnel.
