This alternative meets an important, and legitimate, concern of the hospital; namely that, no matter how thorough simulated tests might be, the best way to be sure the system works is to actually use it in a live environment. BHS does not sacrifice much by doing this since the hospital is very likely to have done most of the testing prior to live usage anyway simply as a matter of prudent operation. It really should not matter to BHS how the hospital spends the 30 days.
